Questgiver is [npc=139792] in Vol'dun, but you need to complete [item=161088] quest first.
He is south of the Terrace of the Devoted in small cave in the mountains.

They can drop from any platinum node in any zone.I think that the best place to farm Platinum is Stormsong Valley

Other than farming for platinum ore there isn't anything special that you need to do for "An Ore for an Eye" I thought you had to smelt it with some special tool or forge but that's not the case. Each time you mine a platinum chunk there's a chance you'll pick up a few more chunks when you loot it.
Stormsong Valley was not as good as others said it was did not find much platinum there

Description
I have one last request before I can go. I wish to see de sunset one last time. I have an enchantment in mind, and I have all the materials I need except de metal. I need you to bring me twenty platinum nuggets. I have asked de spirits to bring me de ore, but dey do not listen to me anymore. Dat is why I hid de map where only someone who could be of help would find it. If you help me out, I will teach you what I can about mining platinum.
