To get to this area, don't go inside the buildings or anything. Beside the very last building, there's a ramp. Go up the ramp around 55, 66 to start seeing the quest mobs.

Just to clarify, the path up to the top where the mobs are is to the right of the building. As you're facing it, turn right by 30• and you'll see it.
I've submitted a screenshot of the path showing the main building too to give you an idea.
To access this world quest, fly to Shackle's Den, then ride south up the road until you reach the ruins. Look for the path at 55.4, 65.8.
There's no way up from any other side; it's completely inaccessible from the south, even with cliff jumping via. Infernal Strike.
