I'm guessing this quest is considered a breadcrumb that is not available if you complete the other quests from Examiner Andoren Dawnrise.
There are two quests that involve Sandscraper. First, there is Sandscraper, which is the one where Megs asks you to kill Sandscraper. Second, there is Sandscraper's Treasure, which is picked from the treasure chest that is behind Sandscraper (after you kill him). If you kill Sandscraper but you overlook his treasure chest quest (which is what Lamynx may have done), Megs will not offer this quest. To get this quest you might have to kill Sandscraper again, but this time be sure to pick up Sandscraper's Treasure (from behind him).

Description
Listen carefully, {name}. I don't know how those ogres got ahold of it, but that thing's a titan artifact. I'm no expert, but just that fact alone makes it probably older than the sand we're standing on. I also know that things like this are nothing but trouble. I don't want anything to do with it. Take it south, to the Valley of the Watchers, and give it to a blood elf named Andoren Dawnrise there. And don't ask any questions, babe, please.
