You can do any Wing in torghast to get the Anima Embers:
1- you have to loot dead enemies
2- trapped soul ramnents give Embers as well when you free them
3- no Embers from breaking Phylactery jars or Mawrats
4- you get same amount of Embers from all layers and floors, so it is best to start from L1F1 to do it fast
Edit:
5- the [spell=342027] anima power give about 30 Anima Embers
if you are wondering, you can do this quest even after you capped torghast layers for the week

Description
When we ferried souls to the Arbiter, we never thought this would happen. We watched in despair as they were cast into the Maw, one by one, then by the hundreds and thousands. Souls that have been devoured, consumed, their anima lost to us. Return to us what you can.
