I found you can do this quest over at the big city of Tazavesh....to right side at around 70,74 area there.
Currently, as of 8/12/25, which is patch day for this release, I am unable to attack these enemies directly if they are around the world boss area. My work around for now is casting Fire Breath and Deep Breath around them until they die or just moving to the quest zone that is by Tazavesh.
I know there was a similar problem with the world boss's adds last week, and they are in the same area...

Description
The eco-domes run on anima. While you are out in K'aresh, if you see any devourers--kill them and return with their anima. You will be compensated.
