TheWoWDBAfter dinging 96 i headed back to my garrison to get sent to Spires, only to find i couldn't get this quest anywhere. I headed back to talador looking for the questgiver who starts News from Spires of Arak, but she wasn't ther either.
Eventually i opened my adventure guide and it suggested Spires of Arak, and after clicking the button i was given Arakkoa Exodus

At the moment, there is a bug preventing you from flying to this quest from your garrison.
If you select the option, "Please fly me to Spires of Arak", you may get the error message, "There is no direct flight point to that destination!" This is a bug that has been acknowledged by Blizzard and they are working on it.
An alternate route is just SE of Auchindoun. If you have the flight point for Retribution Point in Talador, you can fly there and walk up the ridge into Spires of Arak
Azik is not far from the zone entrance.

This quest appears to be removed and was replaced by Hero's Call: Spires of Arak which you can pick up from any board, including the one in your Garrison.
This is only really relevant if you're following an old guide on how to start Spires of Arak but it confused me so I'm sure it confuses someone else too.

Description
I assume you're familiar with the arakkoa, commander? Great, flying birdfolk. Extremely territorial. Some, however, have withered wings - a disease, maybe. They seem to be outcast from arakkoa society. You find them now and then, squatting in forgotten ruins or peddling trinkets on the roadside. It seems the Iron Horde has incited the arakkoa by moving into their lands, and the outcasts are fleeing in droves. We should make contact with these outcasts - they could have valuable information.
