Go to the tub on the grass, dismount and use your extra button [spell=399683] to throw water on [npc=200748] nearby.

I could complete the other objectives, but [npc=200731] didn’t show.
I didn’t find any information on that. I then figured that I took that daily another day, and since it wasn’t available today, the NPC didn’t spawn.
I abandoned the quest, and it wasn’t available afterwards.
So you got to complete it the day it is available.

Our arts and crafts activities today have gotten well out of hand. One of the whelps enchanted their brush and the rest followed suit. Now there is a coat of paint over everything. Please clean up the daycare while we get the paint off the whelps.
