Not seeing a progress bar, I found loads of troubleshooting options ranging from untracking quests to removing game directories.
Eventually I spent quite some time killing mobs to no avail; nothing was happening while the quest was still visible and shown in my tracked quest without progress.Eventually I returned to my Garrison, abandoned the quest and picked up up again (which I tried before).
And, I took the flightpoint from my garrison directly to Shattrath City, which immediatly spawned the progress bar which now worked.
I hope this helps someone else out there.
For anyone who just wants the housing decor, go to your garrison quartermaster (they stand near your pile of resources) and buy Scouting Missive: The Heart of Shattrath from them, then take a flight to Shattrath City.

Item facts are the current retail client’s (ItemSparse); the specialisations for a pick-one item are the ones the Blizzard quest API lists; faction and currency text is the client’s own. Lowest listed price = the US commodity auction house now.
