I was initially confused about this quest but it's pretty straight forward. Just go into Shattrath in the indicated area and start killing things.
You will have a gauge that gradually fills up as you kill enemies in the zone, and once you reach 100% the quest is complete, simple as that.
Additionally, there are random addition ways to increase your progress such as pulling down posters, picking up items I found in houses, etc.
A friend and I attempted to two man it, wearing questing greens, less than 600 ilevel. We were struggling, and met up with 2 more guys, after which we completely blew through it.
The rare mobs inside were dropping 620 blues, and everything dropped Apexis Crystals.
If you are attempting to do this and you fly into the area and get no progress bar on entry along with the world quest popup dialog, drop the quest, go back to your garrison and pick it back up and go back to the designated quest area.
Not sure why after all this time this is still a thing but, it's still a thing.

The enduring legacy of a lost civilization, Apexis crystals contain untold reserves of magical power.
Item facts are the current retail client’s (ItemSparse); the specialisations for a pick-one item are the ones the Blizzard quest API lists; faction and currency text is the client’s own. Lowest listed price = the US commodity auction house now.
