Here's a quick rundown of the dungeon portion of this quest. What you are aiming to get is [item=133946], a lootable item from [zone=7777].
[zone=7777] is an instance where 3 RANDOM bosses will be selected on each run (on Normal Mode) - so you will a different random selection every time. These bosses come out of specific cells around the room. The [item=133946] is found in the cell from one of these bosses - it could be the first or the second boss that is released during the instance - that is also random. You can only get into the cell after the boss has spawned.
The key is to grab the item at some point after the cell is opened - a good time to go and check is right after killing the first or second boss. The cells will stay open for much of the instance afterwards.
HOWEVER, if you wait until the very end of the dungeon (after the 3rd boss is dead), sometimes all cells will be sealed closed and you cannot loot the [item=133946]! As such, make sure you loot it during the instance at some point before the last boss, to avoid having to do the dungeon again.
You can collect the [item=133946] from the dungeon, and then you have to finish the dungeon. When you're done in the dungeon you can craft the two [item=132515].

Description
Hobart was showing me a copy of a design you found, and it got me to thinking of a new module for Reaves. Unfortunately I didn't have the materials required to test it. Could you make me a couple Failure Detection Pylons? I'll also need a plasmatic laser bolt. You should be able to find one in the Violet Hold.
