I'm not sure how this quest is tuned - it seems like a really high amount of NPCs needed to complete the quest.
I've easily killed 20 so far, including some of the big 6m+ HP ones, and I'm still only at 70% completed....OK - I see what's happening.
Despite what the quest marker might look like, do NOT go SE of the bridge at 49.75 83.45 in the Waning Terrace area to kill mobs.
Once you, mobs are not marked as counting for this quest. The actual area where mobs count for this is suprisingly small, since it's around the area of the old teleport point where NPCs don't spawn often. So if someone else has beat you to the area, there's not much to kill and this takes a while to do.....

Teleport: Evermoon Terrace is the closest method to get to the quest area.
Just did this, took a while...
Mobs I found were around 50.6, 84.3
Mobs that DID give credit:
Duskwatch Punisher 8 or 11% (not sure if it was only this one that gave variable amount, but it's the only one I directly saw give 11%)
Vengeful Wrathguard 8%
Wyrmtongue Pilferer 8%Did NOT count:
Duskwatch Battlemaster
Duskwatch Moonscythe
Doomguard Executioner
Duskwatch ShroudGood luck :)
That is every comment on this page.
