When it comes to the step for Oculeth to teleport you, he may just stand there. If he does, just run off the pad and run back on. That should trigger him.

This quest will bug out if you search the Waning Crescent prior to examining the broken beacon. Log out and back in to reset. The objective should complete when Silgryn shouts "There you are! Over here!"
If you are on this quest or this quest is available to you (if you haven't picked it up yet or abandoned it) - the entire Evermoon Commons area will be phased for you, and you won't be able to complete several world quests in the area, such as A Spy in Our Midst, Lifelines or Help on the Way.

What to do
Description
Thalyssra is right to be concerned! The network has not responded to my attempts to re-establish connection with the Waning Crescent. I do not know what happened, but given the circumstances I believe it prudent to investigate in person. {name}, would you do the honors? I will send you as close to the Waning Crescent as I can.

Pins are the quest’s own POI points from the current retail client, projected onto the in-game zone map. The game marks one blob as the quest’s turn-in; the rest are objective areas. Points that fall outside a map’s window are dropped rather than guessed at.

Where this quest fits
Before this quest
Taken from the storyline's own step order.
- Silence in the City
There is a troubling silence from Suramar City this day. Oculeth just informed me that the teleporter to the Waning Crescent has gone dark. He is not able to reach Vanthir, nor am I. While I am hesitant to believe something dire has happened, I do feel this warrants investigation.
After this quest
Taken from the storyline's own step order.
- Answering Aggression
I weep for the Nightborne this day. <Silgryn gestures out the door.> Elisande demonstrates the ultimate disdain for her people. So many lives... wasted! All to relay a message: This is what happens to those who defy her. <name>, my friend, we must answer her.
