Took me a while to figure this one out... There are NPCs named Desperate Refugee in the marked areas. Some inside the houses, some on the border of the walkway. In most cases they are threatened by a guard. You have to kill the guard, interact with the refugee, which wil make him/her follow you. The Quests requieres you to gather five refugees this way and deliver them to the safe house marked on the map (46/80). Of course you don't have to deliver all five in one go and if you happen to die with refugees following you, they will vanish and you have to gather them up all over again.
Also the refugees are NOT marked as quest npc, so if you just ride around looking for the quest npc highlightend name, you are going to have a bad time with this ;(

Took me a short while to figure this out but it is quite simple and quick to complete.
You just have to click on refugees and escort them back to a nearby safehouse. There are more than one safehouses.
Small round circles on your minimap will indicate where the safehouses are.TIPS:
- Type "/tar desperate" then mark the refugee with a skull to track them down easily since the place is packed with npc's.
- At the south-east area, close to the quest borderline i found 3+ refugees outdoors pretty close to a safehouse. Took me roughly 4 minutes to complete the quest since i didn't have to fight at all and they respawn pretty fast. A good spot imo.
There is a bug where a player becomes unable to interact with any refugee. To work around this bug, relog (log out to the character selection screen, then log back in).
Neither reloading the interface nor leaving the area resolve the issue, but relogging does.
