Got stuck at 69%, but apparently killing [npc=116436] in the tower to the east helped helped.
PS: oh right, meant to add that on The Soul Harvesters, I noticed three times (grinding XP on alts) that it said "Objective complete" for the "fill up the bar" objective at around 59% - implying that the bar was full, but the display was bugged. This WQ at least showed that you also needed to kill the named mob at the end of the ruins, so I figure that's the case for this WQ and Arinor as well, I only saw the completion bar.
I've had similar issues with quest objectives when I did the full Assault with a friend - after completing the 4 WQs, I did not see that I had to talk to Farondis at Shackle's Den, but he did. On the following quest, I had only the completion bar, but didn't see that afterwards, you also needed to kill the named, but he did, while not seeing the completion bar.
The arcane bomb to destroy the portals can be cast while mounted, giving an easy 10% while you fly away from any demons you aggroed. Especially useful for lower alt leveling.
Killing Arinor helped me too. He can be found 67.11 51.42. This World Quest bugged me as soon as I picked Spear from ground and used it. So I recommend ignoring those spears until it's fixed!
