The Flame's Radiance forces are defending against their incursions in Hallowfall while we run incursions of our own into Azj-Kahet.
Rendezvous with the Flame's Radiance in the field and assist their efforts.

Very simple, as the quest sates: Go and do one of the Incursion quests (you pick those quests up same place as "Boot Camp") in southern part of Hallowfall or Azj-Kahet and hand in where you picked up the quest.
