Certain fish are only attracted to bright lights. The forest north of here is home to a local pandaren firefly called a suncrawler.
You should be able to find them on the base of the tree trunks all around that area. Bring me back a handful of them and I can use them for bait!

The quest describes it as a firefly, but if you have herbalism, tracking with "find herbs" will show their locations on the minimap.
They are little fire looking bugs found on the roots of large tress just north of the anglers location.
Random quest you may or may not get starting every reset period. If you're waiting for this as the last quest you need for Locking Down The Docks, keep waiting. There is no glitch, with this or any other daily quest related with The Anglers. The quests just spawn at random each day.
