Reload works, but not if you can complete the quest: I started the quest with the 2nd and 3rd positions open. After reloading, I have to complete the 1st and 2nd positions again, after which I can complete the quest.

I was having some trouble completing this one. When I accepted the quest, it already showed the first site as having been surveyed, and map markers only sent me to the 2nd and 3rd. But after visiting them, and with the quest log showing all steps complete, I could not actually hand in the quest. I abandoned and retried with the same results. Eventually I tried re-logging and it behaved itself.

Description

Are you heading to the dunes? I'm looking for my sister, Shahata. I don't know if she's alive, but I have to find her. The only place I can think to start the search is our village. K'aresh is nothing like I remember. I need landmarks--anything I can recognize to navigate by. Take this echo surveyor. It will reveal traces of the past--hopefully enough for me to orient us.
