TheWoWDBPatch 6.0.2 seems to have broken this daily. The sting rays' tooltips no longer show that they can drop the quest item. Throwing bombs at them does not kill them. And if you try to just fight them, they die easily but drop no loot.

The rafts seemed very buggy--disappear, can't board them yada yada, but I found that you can just go to the place and kill the mobs normally w/o a raft or the bombs. I also found the bombs a bit difficult to use.
If you have a pet I found it easy to send your pet in to stop the ray from moving, then step back on the beach and just chuck a bomb at the ray.. instant kill. You may have to move forward or back a bit to re-adjust but once it hits the ray .. poof.. he dead.

Description
Turns out these rays are not as easy to catch as I thought! You seem like a pretty smart guy, think you can help me out? I made the bombs but have been having trouble using the raft with my hurt leg. The rays are common in the shallows just west of here. Take the bombs and use my raft to bring me back their stingers! Oh yeah, watch out for the hammerheads!
