I found the Calcified journal in a satchel at /way #2215 60.5 60.2 Lost and Found. It is on the ground between Maera Ashyld and the sleeping kitty Magpie. Looting it does not give you the quest it just puts it in your bag . Once it's in your bag go to /way #2215 48.4 38.8 Lorel Ironglen. and there will be a quest. Pick up the quest, turn it in and you will get credit.

Go here and do the quest she gives and do this over a period since it's timegated

Maera Ashyld is a questgiver that is time gated and will give you 3 awards toward the lost and found achievement so you will have to check in with this npc over a period since blizzard time gated these quests
