TheWoWDBTo pick up this breadcrumb, you have to do things in a very specific way:
1) Get a DK and start the Legion quest line.
2) Finish the first quest to get an artifact weapon.
3) A few steps into the DK campaign, you'll get sent to Durotar for The Firstborn Rises. Finish this and turn the quest in in Acherus. Do NOT accept the followup (Rise, Champions)!
4) Go back to Legion Dalaran, and Dread Commander Thalanor should show up offering this breadcrumb Called to Acherus.
5) Finish the breadcrumb by going back to Acherus and turn in.This data is in ATT addon, so you can use that to help you as well.

This seems to be a breadcrumb to Rise, Champions. The quest giver appeared in Dalaran for me when I zoned there before I accepted the aforementioned quest.
Quest is still there. I used the Dalaran hearthstone after finishing Azsuna and Npc shows up where we port into Dalaran. Which is at the bottom of the stairs at krasus landing after the Azuna quest chain awarding the achiev Azsuna Matata.
