TheWoWDBWith guards not patrolling:
1. Pick your disguise
2. Go to the first guard in the middle, keep right from the boss near the small "car".
3. Walk slowly up to halfway the car, push sprint (1) (you will aggro the guard & spider)
4. Run as fast as you can in the direction of the second guard.
5 Just before the second guard (you should still have speed). Go left into the first small room.
6 Get out the last door (speed buff will be off), few secs later turn it on again
7 Run to Nagano, click right and bite -> done :)

Rogues (and I am guessing druids as well) can cheat their way through this quest. Even while you are in the saurid form, you can type /cast Stealth (for rogues, can't recall what it is for druids) and sneak by everything.
Also of note, the first couple of guards with red names do not seem to patrol, as comments here imply they did at one time.
This quest should have a counter on it: "you have failed _X_ number of times".
