By far, the rarest daily to find. It took weeks before this finally appeared so I could finish the achievement. Not as bad as checking for the "Lost in the Deep" daily (in Deepholm), but it was getting there. I wore the Tol Barad tabard to remind myself to stop by daily. Check the comments on the horde version of this quest -- they have the same frustrations. Keep checking and good luck.

We have heard reports that he is stockpiling cannonballs in the towers overlooking the water up on his overlook.
