After visiting Tol Barad every day for months and 99.9999% of time seeing the same eight quests, I noticed also that the 'next battle' timer at the top also seemed glitched and almost always showed 59 minute and 50+ seconds to the next battle - as if it was resetting or in fact only initialising when I arrived - I assume because no one else is visiting Tol Barad much these days. I guessed that this might also be setting (and glitching) the daily quests to the usual eight.

So I tried this: be stood in Tol Barad at your camp at the time of the daily reset. Oddly, this seemed to indeed randomise the daily quests. In four months, I had never seen 'Boosting Morale', 'Shark Tank', 'Teach A Man to Fish', 'Foreman Wellson' or 'Taking The Overlook Back'. Trying the above trick and being there logged in at exactly reset time, I have found all of these in just three days and scored the achievement today.

I have no statistical evidence or real explanation for why this works, but it suddenly worked for me after months of the glitch."

Have done every quest about 5 times and never got this once, glitch?

I've done all the TB dailies since the patch and I've yet to get this one either. No idea why, though, since before the patch I got this one a lot.
