TheWoWDBOnce you finish the quest, you will need to turn in to General Draven in a fresh ID at the start of the instance. Then, you will need to kill Shriekwing and talk to General Draven outside the entrance to The Kennels to activate the skip.
This will cause Sludgefist to immediately spawn, and following defeating him open the entrance to the final two bosses of the raid.

If you are trying to complete this quest and General Draven is not showing the deliver quest just walk a bit more into the hall until the intro event triggers, after it ends then you can actually interact with him and complete the quest. Nothing spawns nor anything like that so you can enter by yourself on a clean ID
