If you don't want to wait a week to hand it in you can enter a fresh instance on a lower difficulty (but not LFR). Just note that you'll have to wait for a bunch of RP before Draven lets you turn it in.
As of 11.0.5 all raid skips are account-wide, so you'll only have to do it once per account.
To activate the skip, first kill Shriekwing and then wait for Draven to run up the stairs. Talk to him on the left side before going to Huntsman Altimor and you will be able to skip straight to Sludgefist.
If you kill Altimor before activating the skip you will no longer be able to use it and have to do a full clear.

For those in the future wondering how to actually activate the raid skip, after killing the first boss the three Venthyr NPCs spread out around the starting room. Head over to your left to General Draven (The gargoyle guy) and talk to him, which will cause Denathrius to reappear and call out Sludgefist. Unfortunately, there's no way I can see that will open the door to The Council of Blood without having beaten Sun King Kaelthas, even clearing Xy'mox and opening the portal shortcut back. So if you want anything from the Council fight, you'll have to run Nathria on a class that can heal.
