TheWoWDBThis was the last quest I needed to complete every quest in the "Abyssal Depths" catagory, however, I could not find it at the NPC stated above.
I was however able to complete the identically named quest:
Claim Korthun's End
Perhaps this version isn't in the game?(Yes, I checked at Captian Glovaal before even obtaining the 'random drop' quest I linked above :) )

Just kill any Hellscream Seadog to activate this quest. It is not started by doing Biofuel. The comment above that mentions this must have killed a Seadog in the process of doing Biofuel. Just go out an kill a Hellscream at any time and then go see Jorlan Trueblade for turning, back in the Darkbreak Cove.
If you're reading this you're looking at the wrong quest description. The quest mechanics were changed slightly but the quest title wasn't thus causing some confusion.
The quest giver was changed. The quest is now looted from a Hellscream Seadog.
