TheWoWDBI was swimming around for about 10 minutes before i realize that those small fishes are located at the top of column shape object. When u swim close enough to them u will catch them up. Good luck.

It is Gold fish you need to gather, thay are "hidden" along the coral's just use the quest item and go slowly past the coral's and you should get this done quick =) (coral next to the quest giver where you did the other quest's)
You can also use "Shift + V" to the there Hp bar (easyer to find them)

Description
Stick this device on your head, then swim through the kelp and coral along the canyon's edge. There should be all kinds of little fish in there that find your new antenna irresistible. When we return to Darkbreak Cove, we'll have armfuls of fish for everyone!
