City Under Siege is a quest for level 10-45 in Dalaran City. It rewards 1,550 experience and money.

Description

<Khadgar's voice erupts from the elemental once again.>

Obtaining information on the Pillars of Creation before the Legion could stop us was a considerable victory. It won't bring back those we lost on the Broken Shore, but I believe it will help us avenge them.

Dalaran has become a focal point of the Legion's assault. Your presence here is crucial. If the demons are putting this much effort into attacking the city, it means Dalaran will play a pivotal role in the struggle to save Azeroth.

For those (like myself!) who don't remember where the portal to new Dalaran is, the locations are as follows.
Horde
In the Cleft of Shadow, Orgrimmar at [36.21, 71.05], on the opposite end from the entrance to [zone=2437] (location is [45.34, 62.60] on the Orgrimmar map).

If you can't see Khadgar after the library trip and after accepting the "city under siege" quest straight away, fly out of the city and back in and he should be there. Or, possibly, log out/in again.
Bit of a phasing issue there, he's NOT hiding under the 10.000 other people there :p
