[npc=15188] is the one and ONLY NPC that is neutral (I.E. yellow name tag) to you. As WebGremlin posted he is to the left of the Inn at the west side of the Valley of Wisdom.

A swirling vortex is between him and the inn. I'm sure you'll see him before you see the vortex though.Don't forget to get the flight path when you get to Moonglade. You'll turn in the quest and the follow up will have you fly to Hyjal using Aronus, the mount next to you. Go to /way 32.07 66.44 before you complete the quest As Hyjal Burns so you don't have to fly all the way back from Org if you ever want to visit Moonglade again.

You can speak with Cenarion Emissary Blackhoof to gain entry into Moonglade. He is in the tauren district in the Valley of Wisdom in Orgrimmar.
