The coordinates provided lead to a nearby pool of water by where you find a quest objective for this quest. Where you will actually find Machinist Kittrin is 44, 33.4 which is on the other side of a large stony mass from the original coordinates, inside a small building. The quest marker is hidden under Gundargaz button on the map.

Well the important thing is that I'm ready to get to work again. But you see, my tools have all been broken and scattered about. If you could keep an eye out for them and bring them back to me, I would be in your debt.
