This quest appears to have been designed to make you do every side quest that you skipped during the process of leveling your character. I'm doing this with my main character and have had to complete quest after quest to just talk to these NPCs. If Blizzard wants us to pick up and do *every single* side quest we run across, how about they remove the limit on quests in the journal? That way I'd pick them up as I run across them rather than worry about the dreaded "Quest Log is full". I skipped these largely because during leveling there are so many main story quests there isn't room for all of the multi-step side quests that these NPCs are involved with. I'll probably do it later to get the tabard, but make sure you allow plenty of time. It's not one quest, it's about 20 of them.
DO NOT do the entire Emberthal visage quest chain on a new 70 alt. The NPCs you need to talk to for this quest WILL NOT talk to you about this quest until you do their entire original quest chains. So, make sure to do the Emberthal visage chain on whatever character you've done the most side quests with, unless you want to do all of them all over again.
I found this out the hard way. I got to this quest on my new alt and now I have to start the entire Emberthal visage chain over from the beginning on my "main" because it would be faster than doing a quest chain for every single NPC this quest sends you to.

Description
I worry about Emberthal. Her mood has grown increasingly dark. By sticking to citizens of the city, she is looking for ways she is similar to them, instead of what makes her unique. Perhaps a broader sample size is in order? She needs stories to guide her. There are many such individuals with stories to tell in the Dragon Isles. Go, and speak with them. Would that I could go myself, but the duties of a Scalecommander never rest.
