Kodethi and the Dark Talons are no longer on the roof above the portal room, and are now outside of Skull Rock in Durotar. Funnily enough (and unsurprisingly), his quest text still says "I trust we are not disturbing anyone up here?"

The Dragon Isles Await popped up on login after patch 10.0.2 was life.
This is the horde version of the Dragonflight's prepatch event.

  5. Legacy of Tyr: Secrets of the Past - Uldaman dungeon quest. You can queue up for the quest by looking at specific dungeons
    Chasing Storms - talk to Storm Huntress Suhrakka next to you (vendor)
    A Primal Threat - quest to collect items at the prepatch events.
    You can find these events in Badlands, Northern Barrens, Tirisfal Glades and Un'goro Crater, marked on the world map

Description

Naleidea is enthusiastic, but she's a historian, not a soldier. She knows nothing of the dangers we'll face in the Dragon Isles. Not that anyone needs to worry. After all, the Dark Talons will be protecting the expedition. I'm going to discuss mission logistics with Ebyssian and your Horde leaders. My lieutenant, Kodethi, is exploring the city along with the other dracthyr. Be a good soldier and let him know we are going to rally at the zeppelin tower. He'll relay my orders to the others.
