I wanted to share a solution to a problem I encountered with the Algarian Stormrider quest not triggering. After much frustration and searching online for answers, I stumbled upon a solution that I haven't seen mentioned anywhere else.

Contrary to what many sources suggest, the NPC that triggers the Algarian Stormrider quest does not follow you as you fly with the mount. Instead, I found the NPC chilling in the main city of Valdrakken, near the Auction House, at coordinates (46, 55). Simply clicking on this NPC offered me the quest.

If you're struggling to trigger the Algarian Stormrider quest, be sure to check the main city of Valdrakken near the Auction House for the NPC. Hopefully, this tip saves you some time and frustration!

Purchasing at least the Heroic Edition of the The War Within expansion also unlocks the Storm Rider's challenge! Heroic Edition: Algarian Stormrider This challenge revamps a few Dragonriding races in the Dragon Isles, making the race tracks slightly different and more fitting for the Algarian Stormrider new mechanic and ability.

To start the questline that leads to the Storm Rider challenge, mount on your Algarian Stormrider and fly around with it a bit, until you notice [npc=197478] approaching you. [npc=197478] will give you the quest Lightning Strikes, which requires you to go to the Skytop Observatory in the Waking Shores.

Upon arriving there and turning the quest into [npc=193359], he will give you a new quest, The Storm Race Tour - This quest has you complete 6 Dragon Isles races on the newest Storm Rider difficulty! These races involve slightly altered courses, including many portions close to walls or mountains and big strips of straight ring objectives, perfect to use [spell=418592] on.

If you wind up seeing the quest but have queued for a dungeon and accept before accepting the quest, Herald Flaps, the questgiver may have abandoned you. Fear not! Going through the portal from Valdrakken to Emerald Dream will cause Flaps to seek you out once again and will find you a few moments after your arrival.

There are likely other zone changes that will address this issue as well. I'd tried mounting up on the Stormrider after the dungeon, logging out and back in, alting, etc. with no luck so hopefully this will help someone else as well!
