TheWoWDBFly to Valdisdall flightpoint in Stormheim, ride west, over a bridge into the quest area, kill a four legged animal, target its corpse, then click your extra action button to cast Lightning. You'll get 4 (out of the required 20) whelps per cast.
As uberlieder pointed out, as of right now, you can click the button multiple times on the same animal corpse, as soon as the 1 second cast is finished, so it takes literally 5 seconds after you target an animal's corpse to complete the quest.
