I have a bug where the electric sound persist after completing the quest. Restarts, reloads, zone changes, etc arent helping.

I have had the same issue. Its horrible! It even made me re-install wow. I have the solution: throw yourself of a cliff.... Dying will make the audio sound dissappear :)
you may have a bug where the guards kill you for no reason (alliance side) to get around this bug, wait for the npc to respawn, resurrected at the same time and quickly accept the quest.
