Kill Venomscale Slitherers. They have a 40% drop rate of the [url=https://www.wowhead.com/item=152849 Pulsating Extract you need. Nothing else drops it.
This is such a frustrating WQ. The drop rate on these is super low. Best bet is to use group finder and get a group and mass pull. Easy Peasy :)
