Jaggen-Ra is on the east side of the island after you kill Serpentrix on your way to King Deepbeard.
It is a quest inside the dungeon Eye of Azshara. The boss cannot be soloed with a fresh level 110.
Did not receive credit for Jagger-Ra on Mythic difficulty, got it on second run on heroic.
