There are several Injured Rainspeaker Oracles in the area.

The ones I could find:

54,64
55,65
58,64
58,62
56,62
55,62

The one that I have seen talk to people was at 54,64 ... although the little sucker still won't trigger the quest for me. :P

EDIT: This quest is obtainable after follow a long quest chain, wherein it appears you are "choosing" the Frenzyheart. HOWEVER, it's all just part of the chain. The quest line starts after you kill Pitch the black lion, and is entitled "Playing Along": http://www.wowhead.com/?quest=12528 .

I was !@#$ed about this too until I realized that this is all part of a long chain that takes you through both factions to get to know them. At the end you'll fight a boss and decide which faction to chose by killing the mob from the apposing faction.
