Don't do this quest the long way - Don't collect Misplaced Tomes around the zone for Latent Arcana!

Adding my experience:
I charged the runestone to 80%ish, wasn't enough so I went away to farm some more, when I came back someone else charged the thing to 100% and I couldn't participate in the small event of killing mobs and then the final boss (I tried killing them anyway but it didn't count for me). Then I looked for another runestone to charge and someone charged it to 100% while I was close to it and this time the thing started for me too even though I didn't contribute at all.
So I guess my take from this is: be close to the runestone when it gets to 100%.

Description
We placed a number of runestones throughout Eversong Woods, each one charged with protective arcane magic intended to ward off the Lightbloom. While highly effective, the runestones require an immense amount of power to function. They must be regularly fed with latent arcana lest they weaken. As Magisters, it is our duty to maintain the runestones--especially when the eyes of this Haven are upon us. Recharge their arcane power and defend them from those who would threaten us.
