Don't do this quest the long way - Don't collect Ranger's Caches around the zone for Latent Arcana!
TL;DR - Use the coins from from Lord Sathriel to get quests from the guests - The quests reward 25 Latent Arcana per quest = the 100 Latent Arcana required for the Runestone!Read my full comment on Fortify the Runestones: Blood Knights for details.

If the quest is bugged (runic stone stuck at 100%, and no way to start the event, since it seems to happen so many times...), try server hopping with the LFG tool, it's the only way if you can't wait days to complete.

What to do
Description
The Magisters placed a handful of runestones across Eversong, each one charged with arcane magic that wards off the Lightbloom. As you might guess, the runestones require a huge amount of power to function. The Magisters feed them with latent arcana, but that kind of power draws a lot of attention. Bad attention. As Farstriders, it's our duty to defend Eversong from those kinds of threats--especially when the Haven is looking at us. Go recharge the runestones and fight off whatever tries to stop you.
Where to go
Pins are the quest’s own POI points from the current retail client, projected onto the in-game zone map. The game marks one blob as the quest’s turn-in; the rest are objective areas. Points that fall outside a map’s window are dropped rather than guessed at.

You're the best. I was just flying around farming before turning in the quests.

Where this quest fits
Before this quest
Taken from the storyline's own step order.
- Fortify the Runestones: Blood Knights
The Magisters placed a number of runestones throughout Eversong Woods, each one charged with protective arcane magic intended to ward off the Lightbloom. Naturally, the runestones require an immense amount of power to function.
After this quest
Taken from the storyline's own step order.
- Fortify the Runestones: Shades of the Row
Have you seen the runestones out in Eversong? Huge rocks full of arcane magic that ward off the Lightbloom. I'm not the magic type, but I know an opportunity when I see one. Those runestones need a lot of power to work.
