Fastest way to get there is to use [spell=224670] from Shal'aran
- Loot [item=138301] from [npc=108096]
They usually are dead because it is world quest and the respawn timer is low.
So wait in the area near the cages.( Can go up the stairs and check there)- Use [item=138301] on cages.
You need to complete Friends in Cages quest to unlock Freeing the Taken world quest. (Part of Good Suramaritan - A Waning Crescent storyline)
You can find more info about storyline in the achievement linkHere is Friends in Cages video: https://www.youtube.com/watch?v=wY1pQnOT6hk
That poor middle guy.
A tip that wasn't mentioned - you can open the cages with your disguise on. If you are in a crowded area and things might get hairy if you aggro a bunch of guards, kill the isolated [npc=108096] guards, then put on your disguise and waltz in, freeing the prisoners without raising suspicion!
