I kept getting slowed down despite not even being remotely close to hitting snow piles, and I wasn't lagging either. Definitely not worth the frustration until this gets fixed.
I've done this quest several times now, and the best way to avoid the snowpiles is to glide off to the side of the track, not on the actual track itself. There are a couple places where you'll catch air, and that helps, because you'll just fly right over the top of many snowpiles. If you do this, you'll be done with this quest in less than 10 seconds and the yeti will never get near you. Good luck!
UPDATE: As of 9/24/18, the difficulty of these quests has been drastically reduced. There are very few snow piles now, so it's easy to complete. However, the yeti bug still exists, where the second you hop aboard the pengu, the yeti appears and smacks you in the face, and then the quest resets. There seems to be no way to stop this once it starts, so you'll have to leave the zone and then come back and try again.
I don't know if this had anything to do with it but I dismissed my pet as a hunter and was able to make it down with only one slow down which 'could' have been because of a snow pile... it might be catching pets hitting snow piles and counting them as the penguin hitting.

Pins are the quest’s own POI points from the current retail client, projected onto the in-game zone map. The game marks one blob as the quest’s turn-in; the rest are objective areas. Points that fall outside a map’s window are dropped rather than guessed at.
