I just got this quest today from Rokhan just outside the Garrison's main building. After this one I got Darktide Defender and Shredder Suppressor at the Darktide Roost.
After those quests, I got Dirty Rats, then Releasing Rylak & Downsizing the Darktide and finally Rylak Rescue which is a requirement (Darktide Roost) of The Garrison Campaign. Finally, I got a [item=119130] worth 250 [currency=824] mailed to me from Rexxar.
It seems like we're getting Garrison Campaign quests on a weekly based, requiring only to be level 100. (Might require Garrison level 3, unconfirmed)
