For some reason, having Hallow's End decorations up in my garrison phased Vindicator Maraad from existence. Talking to Izzy Hollyfizzle and telling her to take them down made him show back up, allowing me to accept the quest. I guess he's not much for parties.

Shhhhh don't tell anyone but here is a tip if you're coming through Shadowmoon Valley again:
DO NOT DO THIS QUEST!

That's right, take the quest, keep it in your log, and do not do it. Why....?

Because you can bring Vindicator Maraad back from the dead!

Later on, in your garrison, just abandon the quest and who returns, but the man himself, and he'll stand around your Level 3 Garrison looking all calm and cool, not realizing what is in store for him...

Plus having those pack animals in the centre of town adds some nice flavour and distinction to your Garrison too. Oh, and Exarch Akama the High Vindicator is there too if you're into him.

Description

{name}, more recruits arrive at your garrison every hour. We will soon run out of food. I have made contact with Exarch Akama in hopes of securing rations from Elodor, the breadbasket of this valley. He has agreed, provided we supply labor for the harvest. Everyone wins. If you agree with my plan, speak with Foreman Zipfizzle here in the courtyard - he has gathered together available laborers. Akama and I will escort them and meet you at Elodor, far to the east!
