I was having all sorts of issues with this quest.
I got the Slippers, Robe, and Cowl easily. Wore costume. Got killed. Could not find Zamaya after rez'ing. Realized Zamaya won't show up without the disguise. Abandoned quest, reacquired, killed 20 or more NPC's, no items dropped for quest. Realized costume is not used up upon wearing. Wore it, talked to Zamaya. But because I abandoned, robe, slippers, cowl showed up as incomplete. So discarded costume. Now cowl would not drop. Abandoned quest again, completely logged out, relogged, got quest, got 3 clothing items, created costume.
Talked to Zamaya, but then Laanda was asking for both the costume and another slippers, robe, and cowl. Tried to get more, wasn't able to. Messed around forever trying to get things to work, could not. Went back to Laanda, still had costume on. Opened quest dialogue box, clicked on one of Laanda's conversation bubbles, voila, for some reason that allowed me to turn in the quest.
Cliff notes: If you die, redo your costume. If Laanda doesn't want to let you complete the quest, click on one of her conversation bubbles, then it should work.

Description
One of my men has already infiltrated the Sargerei's ranks, but I need you to help him. In order to protect his cover, you will need to disguise yourself as one of the enemy. Kill Sargerei until you collect a cowl, robe, and slippers to create a disguise. After donning the disguise, introduce yourself to Soulbinder Zamaya as a new student, then tell Anchorite Laanda that 'the rain falls on Shadowmoon.' The secret phrase will identify yourself as an ally.
