I couldn't pick up this quest (not on offer from Yrel at Lion's Watch) even though I had completed all the previous parts and almost finished the Rumble in the Jungle Achievement.
Ticketed Blizzard and it turns out the quest is on the weekly lockout schedule. Sure enough first thing Wednesday morning I could pick it up. But I had to wait a week after completing the previous chapter.
Also worth mentioning that at the Vault of the Earth this when the fire wall blocking the cave entrance is gone. Later in the chain the firewall blocking the way in the Felbight also is removed. Treasure Master achievements and can't get those last 2 treasures just wait until this quest :)

To get on the The Cipher of Damnation garrison campaign you have to complete all previous Tanaan Jungle campaigns:
All Hands On Deck, The Invasion of Tanaan - an introductory part of the Tanaan questline, can be completed on the same day.
Bane of the Bleeding Hollow, Dark Ascension, The Fate of Teron'gor - a random campaign will appear at your Tanaan Jungle Outpost. You can do only one campaign a week from this list, so it will take you 3 weeks.The Cipher of Damnation quest chain:

Description
Commander, you have a visitor. One of Gul'dan's warlocks just walked up to the base and surrendered. He says he has information of a terrible event that is about to occur. I suggest you speak with him immediately.

The Auchenai have been reporting for some time that something was... wrong... with Auchindoun. They were never able to find a reason. Suddenly the Sargerei attacked and blew open a hole into a subchamber. Corruption leaks from that hole, we need to stop it.

If you wish to know what Kilrogg and his new master intend, you will need his eye. After the ritual all chieftains place their eye under the protection of the ghosts of the Bleeding Hollow in the next chamber. Go and locate the Eye of Kilrogg in the vault.
