Garrison Campaign: War Council is an Alliance-only quest for level 40. It rewards 675 experience and money.
Your garrison is in an uproar. King Varian Wrynn himself is visiting your fortress to discuss your invasion plan for Tanaan Jungle.
The King is ready for you inside your town hall along with his full retinue. It would be wise not to keep him waiting...

The quest appears automatically when you have a level 3 garrison.
When you log in after patch 6.2 goes live, this quest is already in your Quest Log (assuming your garrison is level 3).
If you abandoned the quest or don't see it over Varian or Vol'jin even if you are over level 100 and have a level 3 garrison, make sure you completed the little quest chain in the Iron Docks near the flight path because that's the one that unlocks it.

Step 1 of 2. Chain order is read from the prerequisite data in the current retail client build, so it reflects what the game requires, not a curated storyline.
Taken from a quest that requires this one.
Objectives: Iron Horde orcs slain; Ogron Slain; Disrupt the Iron Horde Evacuation
This one: Alliance only · Level 40.
Steps, storylines and map placement from the client’s QuestLine, prerequisite and QuestPOI data; neighbouring quest text is Blizzard’s own (quest API), shortened to its opening sentences.
Pins are the quest’s own POI points from the current retail client, projected onto the in-game zone map. The game marks one blob as the quest’s turn-in; the rest are objective areas. Points that fall outside a map’s window are dropped rather than guessed at.
Quests whose map markers the client places closest to this one on Lunarfall, nearest first. Distances are straight lines between the markers.
Alliance flight points closest to the quest’s turn-in marker on Lunarfall:
Straight-line distances in yards between the quest’s own map markers (QuestPOI) and the client’s flight-point positions (TaxiNodes); flight paths and terrain are not modelled.
