When you log in after patch 6.2 goes live, this quest is already in your Quest Log (assuming your garrison is level 3).
If you abandoned the quest or don't see it over Varian or Vol'jin even if you are over level 100 and have a level 3 garrison, make sure you completed the little quest chain in the Iron Docks near the flight path because that's the one that unlocks it.

Description
Your garrison is in an uproar. King Varian Wrynn himself is visiting your fortress to discuss your invasion plan for Tanaan Jungle. The King is ready for you inside your town hall along with his full retinue. It would be wise not to keep him waiting...
