This follower is only available if you selected the Sparring Arena for your outpost in Gorgrond. After building that, follow the questline started by Durotan with Rage and Wisdom.

I beleive if you take the lumber mill instead of the sparring arena then you can just purchase it through [npc=88635] which is nalya battlehorn who i believe is in your garrison main hall and she sells a few others that are received through similar means. like at the end of the frostfire ridge quests when you fight on the border of frostfire and gorgrond and you get to choose one out of three fallowers, the other two are sold at the garrison by nalya. I am almost 100% sure of this but if i am wrong about any of it please leave a reply or if i find any info on the contrary i will try to edit it asap. thanks and if anything is incorrect i am very sorry i have no intention of wasting anyones time just trying to help.
