The circle and name on the minimap is misleading. Guide her to the bridge that goes to the tunnel to the Hall of Chieftains. At the begin of the bridge you suddenly have brought her to the Thunder Totem. If you wait in/near the tent the minimap says Thunder Totem but the quest won't finish.

Don't worry if Jale Rivermane phases out from time to time. Just keep walking. She reappeared at least 7 times for me. Only annoyance is that she will start her dialogue over every time.
Note: Lead her to the village, not the cave underneath the village. The questmarker can be misleading.
If your Hearthstone is set to Thunder Totem, you can use it and get credit for the quest after the loading screen. That's what I did on beta.

What to do
Description
It is no accident that Dargrul attacked the Rivermane in force. It is their farms and their pastures that supply food for the region. Please, get Jale to Thunder Totem. With luck, Mayla will have reinforcements to send to the area. We will rally the survivors here and follow as quickly as we can.
