If you are like me and are having difficulty getting kill credit towards completing this world quest, you will need to exit Tideskorn Harbor completely and then ride/run back in.

I made the mistake of using a glider to enter the area, which bugged the auto accept portion of the quest. While I was able to take a ship, nothing I killed gave credit.

Once I exited and re-entered the area (the pier with the ships you can get on) "normally", I was able to board a ship and each kill was giving 5% per, plus there were new mobs that spawned (tons of them) on the little islands in the marshy area on the left.

Edit: You'll need to make sure you get the chat dialogue from Odyn, this ensures you've registered in the game system as starting the world quest.

If you re enter the area after not receiving the credit for kills, try re entering the actual boardwalk. When I got off the boardwalk and started to walk back towards the ships, Odyn appeared in the character window and then I was able to get credit again. The exact coordinates you need to cross over in order to initiate the world quest are: 60.1, 42.68.

Just did this WQ for the first time since Legion, and I don't remember it ever being this annoying! The ship basically doesn't turn at all and speeds up over time, so don't even bother trying to steer and just shoot at whatever you can reach. Took me like 5 or 6 different ships to finally get 20 kills for completion.
